The Prisoners Rehabilitation and Welfare Action (PRAWA ) a non governmental organization has called on the stakeholders and goverment agencies to join hands with Nigeria correctional service to ensure full effective implementation of non custodial measures.
The executive director of PRAMA Dr Uju Agomoh made this yesterday at a one day sensitization/strategic workshop for stakeholders (Goverment Agencies) on effective implementation of non custodial measures in Abuja.
According to her, Nigeria Correctional Service now has created an opportunity for the supervision of some of the offenders in the community by creating implementation of non custodial measures in 2019.
“The notion for non custodial measures is something that has just aligned with our traditional criminal justice system, it is the system that recognizes not just about the offender and the state but indeed the community and offenders who are also important in the dispensation of justice or should be important in the consideration of the criminal justice.
“The administration of criminal justice ACT of 2015 and indeed the administration of criminal ACT Justice of many state actually made provision for non custodial measures but unfortunately this were not implemented with exception of Lagos which seven years ago started implementation of one after of the non custodial measures especially in the community service.
“With the signing into law by the president of the Nigeria correctional service act be full backing of the provision of the platform to enable fast tracking of the implementation of non custodial measures was actually best step.
“If you recall the section two subsection one of the Nigeria correctional service act of 2019, clearly stated that one of the objectives of the act is indeed to provide a platform for the effective implementation of non custodial measures is actually a project with the technical support of PRAMA, in partnership with other stakeholders, with the funding and other technical support of British Council, eleven other European countries. The vision is to enable the full implementation of that section two of the 2019 act of the Nigeria Correctional Service and indeed the entire part two of the Nigeria Correctional Service Act with the recognition that when you have a law especially as the law of the Nigeria Correctional Service of 2019, you must ensure that this laws are fully implemented because you can find out that the problem with this country is not that will do not have laws but effective implementation of this laws is the problem.”
Dr Ugu noted that there is need to begin development of training materials that are actually align with this particular provisions.
This is indeed an opportunity for Nigeria to appreciate this provision from the Nigeria Correctional Service Act of 2019 in relation to non custodial measures. Security, development, is important and there is no nation that can achieve this without custodial measures.
“When you put somebody in the custodial whether they have change or not but once that person finished his jail term they will face you and I in the community. So with the effective implementation of non custodial measures will provide an opportunity for those who need not go into custody to be supervise in the community.
“With this initiative will provide an opportunity where goverment will not keep on spending money feeding people rather some of the people who have committed offences,” she added.
